John B. "Bart" Herriman

Bart Herriman concentrates his practice in the areas of:

• administrative law
• real estate and land use
• business services

Bart helps clients obtain proper permits and licenses and represents them before state and local administrative bodies and agencies. He also provides general representation to clients in real estate matters and land use planning.

Bart graduated from Indiana University with a Baccalaureate degree in 1993. He then received his Law degree from Saint Louis University School of Law in 1996. There, Bart was awarded the David S. Grant Outstanding Student Award for his dedication to and performance on behalf of clients with legal issues involving housing and economic development.

Bart also received his Master's degree in Urban Affairs from the Saint Louis University School of Public Policy and Urban Research. In that program, Bart focused his studies on urban planning and public finance and graduated with distinction with a 3.96 GPA.

Bart has extensive experience at the state and local government level. Recently, Bart served as the Chairman of the Indiana Alcohol and Tobacco Commission (ATC) where he oversaw the licensure, regulation and enforcement of all businesses that sell alcoholic beverages and tobacco products in the State of Indiana.

Prior to being named the Chairman of the ATC, Bart served as Legislative Liaison and Executive Assistant to Governor Frank O'Bannon. During Bart's tenure in the O'Bannon administration, Bart helped coordinate all legislation affecting state agencies and worked closely with the members of the Indiana General Assembly to achieve the Governor's legislative agenda.

Prior to joining the Governor's Office, Bart served as Chief Legal Counsel to the Senate Democrat Caucus and City Attorney in Marion, Indiana where he served as legal counsel to Mayor William Henry, and various agencies and boards, including the Marion Redevelopment Commission, the Marion Advisory Plan Commission, and the Board of Public Works.

Bart has also served as Deputy Attorney General under Attorneys General Pam Carter and Jeff Modisett where he represented the State of Indiana before the Indiana Supreme Court and Court of Appeals.

Bart has been named a Sagamore of the Wabash by two Indiana governors, Governor Frank O'Bannon and Governor Joseph E. Kernan.

Bart is currently a member of the land use and governmental affairs practice sections of the Indiana State Bar Association.
