N. Davey Neal


Nicholson Davey Neal manages Clark Quinn’s government affairs practice group, Clark Quinn Public Affairs.  In addition, he also focuses his legal practice on hospitality/alcoholic beverage, business and commercial services, and governmental services. 
 
Davey joined Clark Quinn after serving as Indiana’s Deputy Secretary of State and chief of staff to Secretary of State Connie Lawson.  In that role, he served as the architect of Secretary Lawson’s legislative, policy, and communications strategies.  In addition, he provided strategic and tactical day-to-day management of a 65-person office with an annual budget of more than $10 million. He developed subject matter expertise in a number of key practice areas while serving as Deputy Secretary of State, including securities law, motor vehicle sales law, election and campaign finance law, and complex technology procurement and implementation.  Davey provided leadership and counsel to several state boards and commissions, including the Business Law Survey Commission, the Motor Vehicle Sales Advisory Board, and the Indiana Election Commission.
 
Prior to serving as Deputy Secretary of State, Davey was appointed Executive Secretary of the Alcohol and Tobacco Commission (ATC) by Governor Mitch Daniels.  He served as hearing judge on numerous ATC matters and advised the Commission and the Indiana State Excise Police on all licensure, regulatory, and enforcement matters.  He was the ATC’s liaison to the Indiana General Assembly.
 
Davey has also served on the executive staff of Lt. Governor Becky Skillman, Secretary of State Todd Rokita and Secretary of State Sue Anne Gilroy. 
 
Davey was graduated from the Indiana University McKinney School of Law and the Indiana University Kelley School of Business after completing a joint JD/MBA program in 2011.  Davey was active in the Sports and Entertainment Law Society, the Indianapolis Bar Association Law Student Division Board, and the Republican Law Coalition.  As a law student, he served the National Federation of State High School Athletic Associations (NFHS).  With the NFHS, Davey worked on numerous issues facing high school athletics including First Amendment, intellectual property, licensing, athlete health and safety, and broadcasting agreements.
 
Davey was graduated from Wabash College in 2001.  While at Wabash, Davey was a member of the Beta Theta Pi fraternity and the Sphinx Club and was a founding member of Wabash’s lacrosse club team.
 
Davey is active in the National Association of Wabash Men, for which he serves as class agent for the class of 2001, and is active in the Indianapolis Beta Theta Pi alumni association, for which he leads the annual Indiana Conclave, now in its 104th year.  He is also an active volunteer and previous volunteer of the year for the Indiana Sports Corporation (ISC).  In that capacity, he has served on the Local Organizing Committee of some of Indianapolis’ marquee sporting events including: Super Bowl 46, NCAA Men’s Final Four, and the USA Track and Field National Championships.  Davey is also a member of the Indianapolis Bar Association. 
 
Davey is an eagle scout, a graduate of Cathedral High School and lifelong resident of Indianapolis.  He and his wife Heather have four spirited children.  They attend St. Christopher Parish in Speedway.
